CreateServer with TestServerOptions in WebApplicationFactory
Description
We added an extension point for allowing users to customize the
TestServercreation which changed how theTestServerwas constructed. The new construction didn't flow theTestServerOptionsthrough.Fixes #64593

TestServerOptionsmight no longer have those options applied.Regression?
