It looks like this still fails on CI https://helix.dot.net/api/jobs/db77e255-75ab-4b78-a3ad-75a12ba31897/workitems/System.Threading.Tasks.Parallel.Tests?api-version=2019-06-17

Dop_WorkersCreatedRespectingLimitAndTaskScheduler_Sync(dop: -1) is the test that is failing on x64 and x86 emulators. Perhaps we just skip that test only?
