This PR adds a publishing workflow for the ovsx cli using trusted publishing:

triggered by tags in the form cli-x.y.z
publish to npm via trusted publishing
create GH release with changes extracted from CHANGELOG.md in the cli directory
support rc versions that are only published to npm with the next tag
