Support setting absolute time on web UI

Similar to how the Android app allows you to use absolute time instead of relative, I'd like the same on the web UI. Thank you.

I have been able to change the code so that the absolute time (using the browser's timezone) is shown in the format YYYY-MM-DD HH:mm:ss Z. (see tessus@aed7195)

I have also already mentioned in a previous PR that I am not a frontend dev and thus don't know much about react. (Which is why I have added an API endpoint to delete an app image, but there is still no UI element to do it.)

So... I need help. First of all, what is the best way to handle this? Adding the format (free form or drop-down) and the option to use absolute time in a settings form? If so, I have no idea how to do that.
Either way. It would be nice if a frontend person could step up. This probably takes 15 minutes to implement. But figuring out how to do that with zero knowledge would take days for me.

I think this could be switched via a click on the relative time / absolute time in the message list, then we don't need to create a settings page for this. I currently don't have capacity to work on this.

Unfortunately I don't know how to do that. This mechanism would also need to use the browser's storage to save that state.

Potential way forward: use full length time format on large screens and maybe a configuration (like tapping on the timestamp toggles all timestamps to absolute).

This is not commercial software with an SLO, I don't know how to implement it nor can I provide any guarantees on somebody getting to it in the near future.
