[BUG] No possibility to continue with fresh install due to missing languages

basically the language drop down is missing, it looks like the language files are no longer included in the application. Manually downloading them from https://github.com/projectsend/projectsend/tree/develop/lang makes it work again

This is also reported upstream projectsend/projectsend#1482

perhaps a check in /app/www/public/lang for .mo or .po files and if there are none, pull the .mo and .po from https://github.com/projectsend/projectsend/tree/develop/templates/default/lang
