Canceling "Run & debug" > Attach by process ID (Pick process) always opens the launch.json file

Steps to Reproduce:

1. Click on "Run & debug"
2. Select "Attach by process ID"
3. Press the "Esc" key or click outside the combo box (do not pick any process id)
4. A dialog is shown

5. Clicking on "Cancel" has the same effect as clicking on "open launch.json"
