Output Pane Won't Auto Scroll

When the Output pane receives focus, it stops auto scrolling. The Scroll Lock is not enabled.

Steps to Reproduce:

1. Click anywhere in the Output pane.
2. Wait for new text to be submitted to the Output pane.
3. It should scroll with the new text, but doesn't.

Leaving open as feature request and a PR which neatly fixes would be appreicated

It will auto scroll, until the pane gets focus, then stops regardless of the Scroll Lock setting. Toggling the Scroll Lock doesn't cause it to resume scrolling either, as noted it should in #49110. It does appear to resume scrolling if you manually place the cursor at the bottom of the output, but it still seems like a bug that clicking anywhere causes it to auto enable the Scroll Lock (without actually toggling the setting) and toggling said setting doesn't resume it.
