Diff gutter show on mouseover

SCM diff gutters are useful, but too noisy if you're editing a lot. I would like to have a setting like this: scm.showDiffDecorations or something like this with mouseover and always. So when I hover the gutter diff decorations would be visible the same like editor.showFoldingControls
