Addresses #4311, though probably doesn't close it.

One of the suggestions is to add NetworkX's functionality related to I/O from DOT files to the readwrite section of the refguide. This will make the DOT I/O functionality more discoverable for users who are interested in reading/writing graphs in DOT format.

I still think this is a good way to (at least partially) address #4311. I went ahead and removed the text pertaining to nx_pydot in light of #5723

* Rm nx_pydot from text.
