Currently a user currently has 3 non connected ways to set their timezone

1. the one detected at login, valid for the nextcloud session
2. the one set in the calendar app, valid for calendar frontend operations
3. the one set in availability settings

Have a centralised setting for user's timezone, ideally in personal settings -> personal info that can default to their local timezone and can be explicitly changed by them

Should probably be used as fallback if 3 is not available.

Should not be needed anymore as soon as server's is publicly provided.

This is the one we use for everything in the server, it is saved as a user value for app 'core' and key 'timezone'.
Probably this should just be moved in the UI to the user profile settings like language and locale.
But we should also provide this information somewhere (jsconfig and add to nextcloud-l10n? probably should have called it i17n) to use in the frontend

I'd also strongly prefer this solution. Move it to the personal settings page to make its global usage across Nextcloud clear.

We can then remove the time zone select from the availability settings.
