feat(Filesystem): Register extra mount providers in partial FS setup

When we do a partial file system setup, mount providers could return more mounts compare to what we have in oc_mounts.

Even though it should not occur, we should take the opportunity to register them.

Probably, missing mounts could also be removed from oc_mounts.
