Data browser rows appear loading when info panel is loading

Issue Description

The data browser rows appear loading when the info panel is loading data on cell click.

Issue introduced with #2768.

In code there is a isLoading parameter and setIsLoading method that is used, but it should be renamed to clearly indicate what is loading, the info panel or the data table.

Steps to reproduce

1. Open info panel in data browser.
2. Click on a cell to load the data in the info panel.
3. While info panel data is loading, the data browser rows show the loading animation as well.

Expected Outcome

Data browser rows should not be loading.
