Never break between empty parens

We want to decide the following:

We should never break between the ( and ) of a nullary function call, or of a unit value ().

This was originally discussed and described in rust-lang/style-team#196 (comment).

Just adding this as a concern to hold until we have a chance to talk through edge cases (e.g. where forcing the closing paren would be placed on the same line would require putting it on the next column past the width limit)

This was discussed at this week's t-style meeting and it's those exact edge cases (where the closing paren would be in column 100 or 101) that we want to not have linebreaks before the paren
