Closes #57636
The GraphQL resolver for site config edits returns an error when a user ID has been deleted, which breaks pagination for the component.
Now, if the user ID no longer exists (which is completely fine), it defaults to the default message instead.
I also updated the default message to be a bit more ambiguous as a "default update".
