sg: cloud ephemeral - various small fixes

• check that the instance has completed status before trying to extend the lease or upgrading it
• fix output of list-versions to print to stdout and information messages to stderr so that the output can be piped into another tool
• update list output to show action url and expiry time instead of status since it is usually "unspecified" which is not informative
