Floating URL Bar when focused not closing when clicking outside #252

What happened?
Hello, noticed this issue where the floating URL bar can not be dismissed when clicking outside IF there are text inside the floating bar. If the user has not typed anything, clicking outside the floating URL bar will dismiss it. However, user has begun typing something, clicking outside of it does not dismiss it.
The behavior ONLY occurs within the width of the floating URL bar. If they click outside of the width, it closes as expected.
Green - works, red - doesn't work
Reproducible?
- I have checked that this issue cannot be reproduced on Mozilla Firefox.
