Sidebar button reappears after restart when sidebars disabled

What happened?

The sidebar button is not allowed to be removed in customisation (why?), but disabling the sidebar in settings will remove it.
However, restarting the browser the button reappears, can't be clicked on (as it's disabled), and can only be removed by toggling on and off sidebars.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
