legal_eagle[Here's the deal. The world is a lot like the world we know - same shapes of continents, same flora, same fauna. The only difference is in humans: every human being is born with a particular ability, something that would be considered superhuman. Some can conjure water, some can read minds, some can teleport, some can fly, some can suppress powers; some are stronger, some are weaker. Some people use their abilities only rarely and some depend on them for their livelihood.
This means that human history is also somewhat different. Countries have different borders. The United States, for example, is a loose confederation of nation-states, some ruled by the colonists, some by the native peoples whom the colonists weren't able to subdue back in the early days of exploration. (Colonialism is less effective when the people you seek to conquer can shoot fire right back at you.) War is uncommon, but crime runs rampant. Patriotism is comparatively quaint. People largely look out for themselves.
Technology is largely comparable to current technology, though their weaponry is less sophisticated and their medical science more so.The area of technology that far exceeds ours, more than anything else, is genetics: governments pumped enormous resources into understanding how these abilities work and how to develop more sophisticated ones. This has some positive repercussions: birth defects and certain cancers have been all but eliminated, obesity has been reduced, et cetera. However, there are also some negative ones: breeding programs, decried by human rights groups, have sprung up, and - sinisterly - more organized criminal gangs are beginning to grow strong enough to pose a threat to the government.
So! This OC right here is Sonya Karimova, and she is a prosecutor on the bottom of the totem pole at the New York City District Attorney. She's asked to fetch coffee and has to work burglary cases, and this pisses her off, because she has a plan for her life that culminates in being named to the Supreme Court by the age of 55. She will stab you in the back to get ahead. She will do anything to get ahead.

mayormaynot[This might just be the coziest office you've ever been in! Which isn't to say that it's beneath the dignity of being Mayor of Sunnydale - of course not! - but, heck, even mayors can gussy up their workplaces so that they're not just stodgy and serious all the time. So, sure, there's a big oak desk in the middle of the room and American flags (it's a great country, after all!) but there's also a big bowl of mints on the desk and a pitcher of milk in the corner and instruments of magic dark and arcane in the cupboard. Just what a mayor needs!
