Premise:

Fantasy world with lots of floating islands in the sky, whole cities just floating in the air with water flowing down from them. Everyone uses magic, lots of witches and warlocks going about their business the only major law to the world is that it is illegal to learn flight magic, unless taught by the Royal School. The school isn't cheap in any way and is very, very hard to get into, the waiting list usually goes on for years.

To get around, the general public uses the flying buses and other public transport that is provided for by the different governments. The elite have private carriages.

The only exception to this rule are the postman or 'Messengers'. Messengers are the postmen and woman of the world, delivering packages across the world while traveling on brooms. Each Messenger is given a broom and a companion, usually cats, though birds can be used as well, to help guide them through the different countries and serve as translators in countries with different languages.

A Messenger can be anyone, from nobility to the lowest class citizen, the only thing that matters is they have a strong heart which in turn means they have strong magic and swear loyalty to the Royal family and their cause.

Once a year a call goes out to all the various countries and towns for anyone wanting to be Messengers, they are instructed to come to the Capital City and be tested. The test lasts for three days, in those days their magic is tested, their physical aptitude and their loyalty. If they pass these tests they are accepted into the Messenger Guild and put through a year long apprenticeship. For that year the apprentice and 'Master' will work together to complete their jobs successfully and quickly. At the end of the year, a ball is held and the apprentices are

Each Messenger is given a set uniform that they may alter to their liking, as long as the core of it is still recognizable to the general public. [Apprentices are now allowed to alter their uniform. They are given a uniform with the same color as their Master.] All mail is carried in a special bag that is enchanted to be endless meaning, because of this it weighs next to nothing and can store anything.

Government:

One ruling family that resides over the whole world. One King, One Queen. There are minor families the rule over different countries but they answer to the King and Queen.

Secondary Families - Rule over the various countries
Town Mayors - Leaders of the different towns and villages in the countries
