Pressing Enter in the Edit Comment box inserts a link instead of submitting

I'm used to pressing Enter in the edit summary box to submit an edit, as it works on Wikipedia and Stack Exchange, however, here, when I edit a post, pressing Enter in the Edit Comment box doesn't submit, instead it inserts link syntax []() into the post body.

Thank you for identifying a cause of []() being automatically added to posts. This being unexpectedly added to posts has been noticed before. I can't find a reference to it at present, and a cause was never identified See Oleg's comment that found the previous investigation I'd overlooked.

For anyone attempting to reproduce this while working on a fix, note that it is easy to miss because the user action taken is in the Edit Comment box (as described), but the Body field may be off screen if the post preview is longer than fits on one screen. I've used this question as an example which is short enough to just fit on the screen, so the Edit Comment box can be seen, and each time I press Enter (in the Edit Comment box) another []() appears at the end of the Body field:
