INCENTIVE/FIT: It’s pretty obvious that Rapture is Ryan’s main priority. So initially I struggled with figuring out how exactly he would willingly agree to go to Eudio. That said, his dedication could easily work as a deal breaker. Rapture almost instantly begins deteriorating and it isn’t until relatively late in the game that Ryan actually notices (or at least, recognizes Rapture’s decline). Frank Fontaine especially plays a roll in this.
I’m taking Ryan post-Fontaine’s “death.” So, Andrew Ryan isn’t necessarily aware of Atlas yet and doesn’t recognize him as the next big threat. However, he’s so fixated on making sure history doesn’t repeat itself, that he’d be willing to come to Eudio if Rapture’s prosperity was promised.
That said, the general theme of consent would probably intrigue Ryan a lot. He would definitely be skeptical of any officials or government in the city who were overseeing citizens’ actions. But the fact that citizens have the right to choose whether or not they participate would definitely pique his interest. Enough so that it would also serve as another incentive for him to join.
Lastly, while Ryan is still very much so insane on someokay manylevels, he’s yet to reach the irredeemable state he’s in at the end of the game. He still has hope, still can feel emotion, and even passion. His canon point is before he finds out about his child. Ryan (surprisingly) has a history of being with a few partners. While he's not necessarily an extrovert about it, he’s no stranger to physical intimacy and wouldn’t shy away from it given the right opportunity.
