Log message: *: Simplify vala buildlink3. The default DEPMETHOD for vala's bl3 is "build", so there's no point duplicating that in each package. Given that it is only ever a build dependency, completely remove the indirect dependencies as they should not be made available. Also remove obsolete BUILDLINK_API_DEPENDS settings. Tested with a few of the affected packages. |

Log message: Mass-change BUILD_DEPENDS to TOOL_DEPENDS outside mk/. Almost all uses, if not all of them, are wrong, according to the semantics of BUILD_DEPENDS (packages built for target available for use _by_ tools at build-time) and TOOL_DEPEPNDS (packages built for host available for use _as_ tools at build-time).
