Does sending a picture in high quality still compress the image in Telegram?

Sort of.
I sent an image to myself and checked the received images on my PC.

| Original image | 1.49 MB | 4080x3072 | 95% |
| HQ sent image | 401 kB | 2560x1928 | 87% |
| normally sent image | 122 kB | 1280x964 | 87% |
The compression appears to be the same in both normal and HQ transfer modes, it's just transferred with a higher resolution.
