Chrome has a well-hidden setting for the default (allow or don't allow sound), but I haven't found a way native to Chrome to override that from a page. I'd like to be able to turn sound off unless I do something on a particular page to allow it there, but Chrome doesn't build that in and extensions I've used in the past were disabled by newer Chrome versions.
To change the default and set an allow list in advance (from the documentation):
- Settings -> Privacy & Security -> Site Settings -> Content
- Expand "Additional content settings"
- The first setting is Sound. You can set the default to on or off, and you can set an allow list and a block list.
