Program Overview

The “Operations Technical Services Program (Ops TSP)” is designed to support the implementation of the Transportation Manual and Regional Operations Leadership Forums, both focused on developing and sustaining State DOT transportation system management and operations (TSMO) programs and professionals. TSMO as a discipline has lacked a visible, accessible, and usable single source to access guidance and supporting resourc­es. The Transportation Operations Manual (TOM), representing consensus from industry stakeholders, is such a resource that has been made available in 2023. It pro­vides a coherent vision for TSMO and consolidates and presents a broad and deep catalog of technical knowledge to a variety of user audiences in an innovative structure, format, and media.

 

The program’s high priority activities are described below:

  • Sustain the TOM and ROLF programs and complement the existing NOCoE TSP.
  • Allow AASHTO to continue to support and deliver high quality TSMO services to CTSO and TSMO stakeholders.
  • Provide support and guidance to the TOM Technical Committee to provide timely leadership guidance in implementing, revising, and refining the TOM
  • Continue to implement ROLF training events and transportation operations workshops organized and delivered regionally throughout the country to maximize TSMO leadership and peer exchange
  • Coordinate and align TOM and ROLF activities with NOCoE, enhancing the full suite of TSMO resources for State DOT TSMO professionals

 

The Ops TSP provides the required resources for implementation and evolution of both the TOM and ROLF through close integration with NOCoE programs. The Ops TSP addresses State DOT needs to strengthen TSMO workforce skills and leadership capabilities to champion TSMO opportunities.

State DOT Benefits

State DOT contributions to the Operations Technical Service Program will provide State DOTs with the following benefits:

  • State DOT personnel will utilize industry-accepted guidance in the TOM to create and manage TSMO programs, develop TSMO plans, implement operational strategies, and deploy operations technologies.
  • State DOTs will implement TSMO-based solutions in a more efficient manner by applying the guidance outlined in the TOM.
  • State DOT professionals will be trained through the ROLFs, empowering them to champion an agency culture that advances TSMO implementation.
  • TSMO programs within State DOTs will be strengthened as ROLF participants complete workforce training and peer exchange, thereby facilitating the implementation of proven best practices in their agencies.

 

New and emerging TSMO practices will be incorporated into future ROLFs and TOM publication updates, further educating State DOTs on cutting-edge operational strategies and technologies being deployed, tested, and mainstreamed in practice.
