The time to decide that you do not actually have a Zero Tolerance policy is before you implement one. When you say you have one, and get the props for it, and then relent and show mercy (i.e. not "Zero Tolerance") for transgression, you become forsworn and all the feeling of support and safety you created with "Zero Tolerance" vanishes in a puff of smoke.
