The docstring for monotonic_ns referred to comparing against values from time.monotonic(), but should refer to time.monotonic_ns() since the two return different units. Fixes micropython#10946

Summary
time.monotonic_ns()said to compare against other values fromtime.monotonic(), but those two functions return different units (seconds vs. nanoseconds). Fixed it to referencetime.monotonic_ns()instead.Fixes #10946
