Texas, 144 S. Ct. 797, 798 (Barrett, J., concurring) (describing administrative stays as "freez[ing] legal proceedings until the court can rule on a partys request for expedited relief"). Defendants are ENJOINED from moving, transferring, or removing from U.S. custody any Plaintiffs while the Court's administrative stay remains in effect.
