[BUG] Nightly build and testing is failing

Nightly build is failing and needs to be triaged. And also need to fix the hierarchy of the job execution, where test is triggered only after the build is complete.

Nightly build is fixed, but testing fails since testing workflow gets triggered even before build is completed and testing fails with following error since packages are not yet available

@jameslamb May I request your help with streamline this dependency, I tried few options, but doesn't seem to help this.

These PRs should hopefully fix the nightly tests:

• build pure-Python wheels without waiting for dependencies #409
• avoid triggering nightly tests until builds are complete #408

Now that they're both merged, I've triggered a new run on branch-25.10:

Both of those runs passed, and from a quick check of the logs they look correct!

@rgsl888prabhu I think the nightlies are working now, and tests will now only be triggered when the necessary builds are done.
