Disable guest comments from Comment Moderation AI analysis

What problem does this address?

In continuation/refrence to #516 (comment)

1. This can help prevent anonymous comment spam causing API token exhaustion (essentially a Denial of Wallet)
2. It can help enable customization to the moderation flow of a website's comments.

• For example: Wanting sentiment analysis on logged in user comments to ensure responsiveness of comment approval while manually moderating guest comments to save on token costs.

What is your proposed solution?

• I believe adding a toggle as a settings field to the Comment Moderation experiment will be needed.
• It can be enabled to allow guest comments automated moderation analysis by default.
