Add new openai ToU

We have already https://scancode-licensedb.aboutcode.org/openai-tou-20230314.html

But there are more

• latest European https://openai.com/policies/terms-of-use/ from 2024-12 BUT these will come out differently based on where you access these ToU :(
• for instance latest EN GB https://openai.com/en-GB/policies/terms-of-use/

There are also translation in many languages. This is messy and a moving target!
