Add newer NVIDIA SDK licenses

We have several NVIDIA licenses, like https://scancode-licensedb.aboutcode.org/nvidia-sdk-eula-v0.11.html (see https://scancode-licensedb.aboutcode.org/?search=nvid )

• Our version is from 2020 https://scancode-licensedb.aboutcode.org/nvidia-sdk-eula-v0.11.html
• I see some use of two other versions used in the wild:
  • October 2021 https://web.archive.org/web/20211115083152/https://docs.nvidia.com/cuda/eula/index.html
  • latest from 2024 https://docs.nvidia.com/cuda/eula/index.html

new license LicenseRef-scancode-nvidia-sdk-12.8 created in DejaCode enterprise and public. Proprietary Free.

It appears that NVIDIA always updates its license agreements in place at https://docs.nvidia.com/cuda/eula/index.html so I think that detections of earlier versions should be handled by a Rule that points to this new one, since those earlier versions are basically obsolete.
