Key Features

Hi @mnriem, thank you again for reviewing and merging the v0.2.0 catalog update in #3720 and PR #3721.

This compatible v0.3.0 update adds a shared language-aware requirements-collection contract without adding another preset or granting new authority.

  • Adds requirements/intake-governance-config.json schema 2.0 with an explicit BCP-47 documentation language independent of programming language and operating-system locale.
  • Adds German, English, and explicit naming profiles for the canonical requirements index, intake filename pattern, and order view.
  • Adds four portable roles and six collection paths for the index, active intake inventory, order, baseline, archive, backlog, history, and series manifest.
  • Replaces manually maintained inventory counts with deterministic derivation from the hash-bound active series and repository files.
  • Adds a migration journal with before/after hashes, update authority, moved paths, updated references, validation evidence, rollback boundary, and NeedsRepair behavior.
  • Preserves existing names and content unless explicit rename authority exists; ambiguous language, collisions, stale hashes, mixed naming, or partial failure blocks writes.
  • Retains the existing five CRUD/status commands. No new command or implicit Specify, Autonomous, commit, push, PR, merge, provider, or admin authority is introduced.
  • Remains optional at priority 64 and composes with Intake Review at 65, Intake Sequencing at 66, Autonomous Run at 70, and Parallel Autonomous at 80.
  • Passed German, English, bilingual, explicit-override, schema-1 migration, no-rename, LF/CRLF/BOM, rollback, NeedsRepair, collision, stale-reference, and multiple-Eligible fixtures with Bash/PowerShell parity.
  • Passed Spec Kit 0.12.11 add, list, info, resolve, disable/enable, remove/reinstall, and command uniqueness with all eleven stacked presets.
  • Field validation covered seven migrations/adoptions: TuiVision, TinyCalc, TinyPl0, Home Baseline, InventarWorkerService, cc65, and absdd-image-sandbox. Requirements content and product code were preserved.
  • The released versions were also distributed through 26 version-only PRs so all 32 registered Level-1/Level-2 repositories now use the same eleven-preset matrix.
  • Six pilot PRs passed their technical checks. The 26 version-only PRs were locally validated and then independently classified at each exact head as GitHub provider-zero-step billing/spending rejection: every rejected job had zero executed steps and all PRs had zero actionable review threads.
  • The v0.3.0 ZIP passed installation and integrity smoke tests. SHA-256: 902748540bdb3f6f1b30384107826206f52fb4e5952cba743d22bb9a0cfa526b.

Maintainer feedback on the schema-2 role model, language/naming boundary, atomic migration journal, metadata, and suitability for the community catalog would be appreciated. The preset remains opt-in and does not claim organizational requirements certification.
