Add support for installing requirements.txt on current virtual environment by right clicking on the file

This was suggested by a colleague. It'd be nice if one could right click on a requirements.txt file to install it in the current selected virtual environment.

another idea is to add a code action inside the file if the dependencies listed aren't installed

This issue seems to be included in microsoft/vscode-python-environments#1042. My concern is reconciling different versions of the same dependency when an environment is installing multiple packages.
