HHVM: Assert::$count is not checked

...due to nested register_shutdown_handler() issue facebook/hhvm#2981.

Usage in Tester Environment::setupErrors().

Failing tests Runner.multiple-fails.phpt, resp. testcase-not-call-run.phptx.

Consenquences of this issue are (for HHVM only):

• fatal errors muted by shut-up operator aren't shown
• check for assertion count is not applied

I didn't find a workaround for this. I tried to replace shutdown functions by:

• __destruct() but it is not called when Fatal Error and also cannot change script exit code
• pseudo streamWrapper::stream_close() but cannot change exit code

The HHVM issue is closed. We will see with new HHVM stable release.

Tested and it works. Only test needs to be fixed.
