What steps will reproduce the bug?

How often does it reproduce? Is there a required condition?

I can reproduce it every single time (on my machine).

What is the expected behavior? Why is that the expected behavior?

I expect the script in https://github.com/martinslota/node-socket-reuse-race to be able to run almost indefinitely.

What do you see instead?

The script fails.

I ran a git bisect on the v19.x branch (because I can only reproduce the issue from Node 19 onwards) and it blames #43902 for this issue.
