1.18.2 release notes are missing

There are two sources of release notes for mypy:

1. https://github.com/python/mypy/blob/master/CHANGELOG.md
2. https://mypy.readthedocs.io/en/stable/changelog.html

The latest version according to both pages is 1.18.1. However, according to https://pypi.org/project/mypy/#history the latest version is 1.18.2.

It would be great if there was one (instead of two) canonical place for release notes, and if that place contained the release notes for the latest release.

There are actually 3, because I generally check https://mypy-lang.blogspot.com/ (which also has no info about 1.18.2; although, what guarantees it does have about what versions it should document are very vague)

@JaapJoris So just for some clarification, the two sources of release notes for mypy do have the release notes for 1.18.2. It's at the bottom of the main release (in this case, 1.18.1) and has followed the pattern for previous point releases like 1.17.1, 1.12.1, 1.11.2 and so on.

However I'll talk with Jukka to discuss going forward how we can make these point release notes more intuitive by updating the ordering and such.

Regarding there being one canonical source of truth for release notes, I believe https://mypy.readthedocs.io/en/stable/changelog.html is just a web version of https://github.com/python/mypy/blob/master/CHANGELOG.md, so they should be exactly the same and identical, since we don't manually update the web version.

@wyattscarpenter Regarding the blogpost site not having the point release notes, we generally don't post in the blog about point releases unless there is a critical issue that has been fixed. Similar to how 1.17.1 is not there either.

These are all based on my observations of patterns for mypy releases until now and our release checklist, feel free to let me know if there's anything I may have missed.

I guess a thing that is slightly different about this release is that the heading is 1.18.1 not 1.18. This makes the subsection for 1.18.2 make a little less sense
