rustdoc no longer shows const qualifier on functions

Originally rustdoc always showed `const fn`, but then it was changed so that would only show up on nightly (not sure if this was the right decision, even though I suggested it). Now it doesn't show up even [there](https://doc.rust-lang.org/nightly/std/ptr/struct.Unique.html#method.new).
