Another PR to facilitate upcoming UX improvements 🖌️
Adopts the program-scoped animation runtime, migrates animation consumers to elapsed-time updates and adds dirty-tick-driven root-view caching.
After this, the bulk of the most ugly core TUI infra changes are almost complete. Follow-up PRs will also start cleaning up and removing unnecessary code
