I can't find any previous Meta discussion so this appears to have been the case since the community was established.
How do you feel about this rule? Would you like questions about licensing to remain off topic?

I think it should remain off-topic here, because:
- Programmers aren't usually particularly knowledgable about laws nor interested in all the details concerning one particular law. So such questions would be asked to the wrong audience.
- Just because something is programming-related doesn't make it a topic about programming. Similarly, all programmers do tend to use a PC, but questions about PC usage is off-topic here.
- Several proposed sites are far more suitable, particularly Open Source Software, but there is also a Law proposal. (Maybe also on-topic at Webmasters? I'm not sure there.) I see no reason for a scope overlap in this case; let the mentioned proposed sites take these kind of questions instead.
