Governments are putting a clock on quantum: the US wants federal systems post-quantum by 2030 (EO 14412), the EU by 2030, the UK by 2035, Microsoft by 2029. But most of that work only upgrades one layer - data in transit. The harder job is making the whole stack quantum-safe:
