Tracking Issue for `VecDeque::truncate_front`

This is a tracking issue for adding truncate_front() API to VecDeque.

Is this an appropriate candidate for stabilization? It seems that a pattern like

let history = VecDeque::new();

...

for event in ... {
    history.push_back(event);
}

// history.truncate_front(HISTORY_LIMIT);
while history.len() > HISTORY_LIMIT {
    history.pop_front();
}

should be fairly common.
