Bogus README.txt language pack in Languages

There's a bogus README.txt language pack, reinstated in 6395cb1

I'll update toolbelt to zap it for release.

Update txp-release.sh

It shouldn't appear in the UI. It's only supposed to select .ini files for display on the Languages panel, so the README should be invisible. Weird.
