🐞 Search Bar scrolls With the List

Description

When going to the Settings, then scrolling on the list of options, the search bar will scroll with it. This is in contrast with, say, the macOS Settings app, where the search bar remains in place.

To Reproduce

1. Go to CodeEdit > Settings.
2. Scroll down on the left side of the window (where the list of settings are).
3. Notice the search bar while the list is scrolling.

Expected Behavior

The search bar should remain in place, regardless of the scroll position of the list.
