Another set of wiki articles to move over.
I organized the Legacy Section to make it easier to archive the old stuff from the wiki. I don't think we need translations for any of it, but I've noticed that the side bar for the translations look "wrong," and I'm not sure how to fix it.
I moved the history wiki stuff into the About section because it's not really "Legacy," it's supposed to be "History," but I don't think it needs to be translated.
The only files that need translation are the IE Driver internals and the PO stuff I merged. I put those in a separate commit to make it easier to see.
I've also added descriptions to everything I touched. I did it in Legacy to kind of explain how it is legacy.
