It seems to be caused by

.tippy-box[data-theme="menu"] .tippy-content {
  padding: 0;
}

@silverwind I think it's a regression of making the theme=role for menus?

Yes, it's a regression. The code-line-menu adds it's own padding, so this tippy content needs to set a padding itself.

Maybe a new role/theme for such popups would also be good, but the official aria roles do not have anything suitable, only dialog, but I think that is suboptimal.

The default "theme" by "role" still seems a little confusing to me.

I tried to propose Fix issue popup padding #25254 , use "default" for the theme (the "default" is a non-existing selector, so I think it does its work). Does it look good to you or do you have better approaches?
