1.27.1 crash regression calling macro_invocation

Both cpptools and cpptools-srv can crash.

On Windows, I see it crash with

auto test2 = __BASE_FILE__;

Seems most likely to be a regression from #11164, because the crash is when calling format_file_name in the code path where it's processing the newly added __FILE_NAME__.
