Prompted to install requirements from another module while creating an environment

• Have a workspace that has a venv with scipy installed
• Run "Create Environment"
• Get a prompt to install requirements from inside that venv

That seems wrong, like it shouldn't be searching inside another venv and showing requirements from another module
