Upgrade to Python 3.11

Description

Upgrade our package for compatibility with python 3.10.
This will involve:

• Upgrading all the package dependencies to the latest compatible versions with python 3.10
• Updating our Docker images
• Updating the documentation to reflect that we are using Python 3.101
