GitHub action jobs are not run if a PR only changes tests?

Hi,

On these two recent PRs, GitHub action jobs run:

• bpo-40334: Correct return value of func_type_comment cpython#19833
• Deleted extra line cpython#19834

But not on this PR which only changes tests:

• bpo-40462: fix variable and function names cpython#19832

Maybe something go wrong with this PR. The "CLA" label wasn't added neither on this PR: #366

Ah. It looks like a sporadic issue. When I closed/reopened the PR, jobs started as expected: python/cpython#19832
